Halachically, The Rebbe is Right-On.
And practically, he is as well. We're going to give up 3 hours of our attack time so that Hamas can smuggle contraband in and and fire off rockets without fear of response. And regarding whatever supplies do come in, Hamas will to a chunk and sell them back to civilians at a huge profit to defray more weapons smuggling. Doesn't make sense.
