Maybe there had been a need for it 150 years earlier, but by the middle of the Twentieth Century, all it did was distort the "will of the people." It seemed so obivious that by the Twenty-first Century, it would be no more than a postscript in history books. But it's 2007, and it's still part of the process in electing American Presidents.
Not if the people of Maryland have their way.
