Since you need to know some Hebrew to understand the irony or historic significance of this photo, I'll translate and explain.

There are many of us who believe that if the State of Israel had declared full Israeli sovereignty in all the Land liberated in the 1967 Six Days War, today we would be enjoying true peace, and there wouldn't be all of the terror by Arabs against Jews. At that time, the Arabs knew they had been defeated and expected a strict regime to keep them in their place by Israel. They had expected us to declare sovereignty. The world, shocked and enamoured by the unexpected and obviously miraculous victory of the unaided IDF over three well-armed Arab countries, would have just stood by in awe. 

That was our great chance, and we blew it.

The Leftist (loony as usual) Israeli government totally misread the Arab mentality. Arabs understand and respect force. Israel offered warm margarine...  And that's why we're suffering from Arab terrorism today. That is why even young Arab kids have no fear, grabbing knives and scissors from home and attempt to stab/kill innocent Jews. That's why our brave wonderful soldiers are being put in these embarrassing situations, such as this one, standing behind a little cement wall/bloc.

You are 100% right that if we annexed Judea and Samaria right after the 6 day war no one would have blinked an eye. We also should have razed the mosques there so it would be ready for the 3rd temple. I don't think that the left really thought anything though. I am sure that since hindsight give 20/20 vision it is easy for us to say that they are loonies. The are loonies now for how they think but back then they weren't as bad as they are today and they didn't realize the repercussions their non-actions would bring. Now they are just bleeding heart liberals who think that Arabs think like we do. But slowly I believe that some of them are realizing how mistaken they were.

They wanted to trade land for peace, but nobody was about to do that in 1968. (Nobody's about to that now either. Egypt was an exception)

Still, fear of the Israeli government remained for twenty years.
