Yes, there are times rabbis speak in "riddles." Nowadays it's pretty dangerous in Israel to speak clearly.

I've been saying something similar to what the rabbi's son explains. There are a few important advantages to doing it. If one of my sons would be given the job, it's what I would recommend. Also, it's the most effective way of stopping the Disengagement if it really gets that far.
