I've thought for a long time that ceasefires and "rules of war" are methods to allow war, generation after generation, by sanitizing the effects of war. There's no end unless the conflict is decisive and the ability removed.
In truth, should the rules of war apply when you're fighting 'terrorists' who are really not soldiers, nor a nation, just a band of murderers.
